This will include all associated hardware, software, firmware, and documentation configurations across the following PTC subsystems: wayside signal equipment, office servers, onboard computers, communication networks, network management system, vital topographical database, and the Roadway Worker Protection System (RWPS).
    * Perform all other assignments requested by Senior Management including: support during storms and events impacting train service etc.

Job Information
This is a Non Represented Position.
Please note that this position has been designated as a "Policy Maker" pursuant to the New York State Public Officers Law & the MTA Code of Ethics. As such, you will be required to complete a Financial Disclosure Statement that will be provided to you by the New York State Joint Commission on Public Ethics.
This position is responsible to lead, oversee, and coordinate all activities for the Long Island Rail Road relating to Configuration Management for Positive Train Control (PTC) as it relates to the LIRR Signal System and compliance to Federal regulations under, but not limited to, Title 49, Part 236 and Subpart H. This position will be the overall point of contact for LIRR PTC Configuration Management with Maintenance of Equipment, Transportation, Enterprise Asset Management, Training, Engineering and will also serve as the liaison to AMTRAK and other Northeastern Railroads for the LIRR.
* Coordinate and lead all Configuration Management efforts for compliance dictated by Federal Regulations, under Title 49, Part 236, Subpart H and other parts as determined necessary - Ensure the uniformity and consistency in the generation of configuration management control plan(s) to ensure proper and intended product configuration is documented and maintained through life-cycle of the products in use. Develop plans and procedures that govern how changes are made to policies and procedures by other LIRR Configuration Managers.
* Develop configuration management objectives and goals for the PTC System for the LIRR. Lead and oversee the development of the configuration management process as it applies to the Positive Train Control (PTC) System and other systems as determined necessary. Ensure tracking and systematic control of software releases, hardware components, and documentation for the LIRR PTC System are being adhered to.
* Lead and serve as Chair of a Change Control Board (CCB) made up of representatives from all LIRR departments deemed necessary to create and up-keep documented process for the LIRR Configuration Management overseeing Engineers, consultants and all other stakeholders of the LIRR PTC System.
* Provide objectives and goals to lead and oversee efforts to create LIRR policies; implement and enforce applicable procedures, programs, and guidance relating to the Configuration Management and it's users for the LIRR.
* Serve as the LIRR point of contact to the FRA, NTSB, FTA and all other agencies in regards to PTC Configuration Management including all audits, investigations and inquiries. Participate and maintain an active role on the NEC/AAR Change Control Board, and ensure all LIRR PTC design changes are appropriately communicated.
* Oversee the monitoring, maintenance, and control of the various elements integral to the PTC Configuration Management Process.
* Oversee and audit the Configuration Management process for LIRR PTC, performance of data security and maintenance tasks as needed. Develop and provide reporting metrics on selected performance elements.
* Lead and coordinate efforts to identify and resolve issues for LIRR regarding the use and implementation of the Configuration Management Process. Communicate all updates and changes to the Configuration Management Process to all LIRR stakeholders.
* Motivate personnel within the section. Provide career development for configuration management staff. Provide prompt and effective coaching and counseling. Recommendation for discipline/termination of employees when necessary.. Promote safe work practices and provide safe working conditions. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.

* Bachelor's Degree in Engineering, Engineering Technology or equivalent degree. Demonstrated, directly related, equivalent experience (15 years) and education may be considered in lieu of the degree, subject to approval.
* Must possess (approximately 10-12 years) directly recent related signal experience including relevance to signal systems and railroad operations.
* Must possess proven leadership skills demonstrated through progressive management experience (8 years minimum).
* Must possess strong knowledge and practical experience with signal technology.
* Must possess the understanding of both vital and non-vital software and the methods used to maintain and release software configurations and changes.
* Must possess strong Configuration Management knowledge and understanding including version control, design configuration, and change control.
* Must possess the discipline and organizational skills to manage, in real-time, the configurations of hundreds of fixed (transponders) and mobile (OBC) units.
* Must possess comprehensive knowledge and experience with Positive Train Control (PTC) systems.
* Must possess design and implementation experience with PTC Systems.
* Must have broad, diverse related experience in design and implementation of signal control systems, SCADA, microprocessors, PLC's, networks and computer systems.
* Must possess strong communication, analytical, problem-solving, decision making, presentation, and project management type skills.
* Ability to establish goals, deadlines, provide direction and coordinate activities with LIRR Departments, MTA agencies and other North East Railroads.
* Must possess proficient project management, administration, planning, management, and computer skills.
* Must possess strong emergency management and investigative experience and skills.
* Must possess in-depth knowledge understanding of Signal standards and procedures.
* Must possess a thorough understanding of Railroad Signaling operations with a good background in signal construction practices and theory.
* Must possess project experience with regard to the review of transmittal packages, designs, specifications, estimates, and schedules.
* Must possess working knowledge of labor agreements.
* Must possess strong communication (both verbal and written) and interpersonal skills with the ability to work effectively with all levels of management.
* Must possess thorough understanding of other Railroad disciplines.
* Must possess high level of professional integrity and work ethics.
* Must be self-motivated with the ability to provide solutions to complex problems.
* Must possess experience with understanding departmental budgets and production goals as they relate to each other.
* NYS Professional Engineer's License.
* Advanced degree in Engineering preferably with Computer Science electives.
* Knowledge of Procurement process.
