Position Objective This position is responsible for conducting accurate and effective statistical and quantitative analyses in a time-sensitive manner; act as Diversity and EEO's technical liaison with HRIS, IT, HCIC, HRRC and other departments as well as other member agencies; and support all other department functions as needed, including Diversity and EEO investigations, various initiatives, outreach and training. Responsibilities Oversight of all aspects of MNR's Equal Employment Opportunity program ensuring compliance with federal circulars FTA 4704.1 and 4704.1A; preparation and statistical review of MNR's employment practices including but not limited to applicants, hires, promotions, transfers, training, discipline, and separation from employment; statistical calculation and annual review of MNR's Estimated Availability of females and minorities in external and internal labor pools and adjusting estimated availability percentages as demographics and workforce percentages shift; establishing goals for job groups when underutilization of females and minorities where vacancies exist; identifying underutilization /underrepresentation of females and minorities through the Quarterly Progress Against Goals Report Implementation of monitoring practices to maintain accuracy of data as they relate to EEOP and FTA Compliance Reviews; reclassification of all MNR positions and EEO codes; drafting of diversity metrics to identify, measure performance, and capture progress on investigations and EEO Codings and internal control audit. Maintain, monitor and report from Diversity & EEO database to analyze trends and patterns of internal and external complaints by type, department and organizational level. Act as technical liaison with HRIS, IT, HCIC, HRRC and other departments as well as other member agencies by attending meetings, providing reports and other data, as needed. Conduct diversity training classes. Interact with Training department and analyze data extracted from Training Server database to track employees requiring and receiving mandated and other relevant training programs. Track compliance with state, federal, judicial and corporate training mandates. Investigate and resolve allegations of discrimination, violations of Metro-North Railroad and statutory EEO protection including Title VI and VII. Provide additional statistical/compliance consulting support to the Diversity and EEO department and support all initiatives and goals as needed. Perform other duties as assigned. Required Qualifications Strong analytical skills; ability to work independently without close supervision. Extensive knowledge and experience using Excel, Access or equivalent data management system software, Power Point, MS Word, PeopleSoft and/or other similar applications and mainframe programming languages. Ability to maintain and protect confidentiality. Knowledge of Federal and State statutes and regulations governing EEO/AA and other relevant programs. Ability to deliver training in classroom and field locations. Ability to mediate and resolve conflicts. High degree of flexibility and adaptability to changing deadlines and time-sensitive requests. Preferred Qualifications Ability to determine and recommend most effective methodology, software and other tools to achieve goals and meet timelines. Knowledge or familiarity with Geographical Information Systems (GIS) software. Required Education/Experience Bachelor's Degree in Statistics, Computer Science, Business Management, Human Resources Management, Public Administration, or a related field. Minimum of five (5) years of experience performing statistical analyses for EEO or related program on desktop and/or mainframe platforms. Minimum of three (3) years of experience managing projects. Preferred Education/Experience Master's Degree in of Statistics, Computer Science, Business Management, Human Resources Management, Public Administration or a related field.
