Manager, Human Resources - A/B (Labor Relations)
The Manager, Human Resources reports to a designated Manager, Director or Senior Director and is responsible for a wide range of Human Resources activities including, but not limited to: classification, employee benefits, employment/recruitment, Equal Employment Opportunity, labor relations, records management, training, timekeeping/payroll and compensation.
Duties and Responsibilities:
* Analyzes and develops human resources issues, policies and procedures, and makes recommendations to senior management
* Provides technical assistance and guidance to Authority managers and supervisors on such issues as employee discipline, recruitment and selection, pension and benefit coverage, compensation, timekeeping/payroll and civil service law
* Ensures compliance with relevant Federal, State and City employment laws, including but not limited to those relating to immigration and naturalization, Equal Employment Opportunity, veterans affairs, Family Medical Leave Act, Americans with Disabilities Act, Fair Labor Standards Act, Consolidated Omnibus Reconciliation Act, civil service law and labor contracts
* Represents the Authority at arbitrations, mediations, unemployment hearings and other administrative proceedings
* Represents the Authority on applications, proposals or programs before governmental agencies, including but not limited to, the State Civil Service Commission and State Public Employment Relations Board
* Serves as aprincipal liaison with labor organizations as well as city, state and federal labor offices in order to promote harmonious and productive labor relations within the Authority
* Participate in collective bargaining negotiations and labor/management meetings; administers and interprets collective bargaining agreements, reviews and prepares material for arbitrations and impasse proceedings; prepares cost estimates and analyses of union demands
* Prepares statistical and analytical reports of a confidential nature, e.g., affirmative action, salary comparisons, payroll data, union negotiation strategies, cost benefit analysis, timekeeping/leave usage, labor activities and labor/employment laws
* Makes recommendations regarding recruitment, hiring, promotion, reassignment and discipline of Authority staff
* Performs related tasks
Minimum Qualifications:
Level A:
* Baccalaureate degree from an accredited college or university; **and**
* Five years of full time experience in human resources administration, administration of collective bargaining agreements, benefits and pension, recruitment and employment, classification and compensation or training; three years must have been in an administrative or managerial capacity; **or**
* A satisfactory combination of education and experience
Level B:
* Baccalaureate degree from an accredited college or university; **and**
* Eight years of full time experience in any two of the following areas: classification and compensation, recruitment/employment, employee/labor relations, training, employee benefits or human resources administration; four years must have been in an administrative or managerial capacity; **or**
* A satisfactory combination of education and experience.
**Weighted consideration** **may be given to those candidates who possess:** Degree in Industrial or Labor Relations, Law, Human Resources or a related field ; PHR, SPHR or IPMA-HR CP certification; current understanding of federal, state and local employment laws; extensive collective bargaining and costing experience; demonstrated ability to work with a diverse constituency and to present, influence, negotiate and effectively coach managers and supervisors to use best practices for maximum effectiveness
Level A salary range: $75,087 - $127,439
Level B salary range: $85,558 - $145,209
